Would this be suitable for melting and casting?

If you have the equipment and expertise needed safely to handle temperatures above 1085 deg C (melting point of pure copper), then it’s probably suitable, depending on heating method and flux. The powder size is fine so you’ll have a lot of surface oxide and contamination, not to mention some difficulty in keeping it in a crucible if you use air blast to heat a furnace. It appears to be pretty well pure copper powder apart from the inevitable surface contamination on the particles. My guess is that any difficulty would stem from how you melted the powder - indirect heating in a crucible in a furnace should be fine, though direct impingement of flame or induction heating might have some issues because of the small particle size, either through being blown around or poor initial coupling. Try it and see.

Can this be used in epoxy resin?

Yes. If you want full metal look- after epoxy fully hardened- rub it with Fine sandpaper until copper particles shine. Coat with clear varnish afterward to stop tarnishing. All the best!

If I mix this with a solution (i.e. paint), would it conduct electricity?

Due to its granularity, it can be difficult to conduct electricity with copper powder. Coating the surface of the copper would likely insulate it further. If you are looking for conductivity, we'd recommend our graphite powder. But the addition of an insulating additive such as paint will interfere.
