Q: Does this support 110v AC ?

I am not sure. There are no specifications given on the amazon website. I checked on the bangood website with a similar device. It is rated at 240vac. Take that for what its worth. I used mine at 5v with ws2812b leds including the signal line at it works great.

Q: Could I splice the audio and video rca cables to this?

You could, no telling what it would do to audio quality

Q: Does this have an IP rating?

Not sure if it's rated, but I use mine outdoors (rain/ice/snow) from October to January with no ill effect.
