Can this be applied over a stain?

It can be. If you are using an oil stain give it plenty of dry time. It does come in assorted colours. Remember if you're using rags to apply it they need to be soaked in water when you are finished as they may spontaneously combust.

Is pure considered a clear coat?

Pure is clear, there is no color pigment.

Can I get accelerator for the 100 ml size bottle

I don't think you can. The 100 ml bottle is a sample size. I did, however, by a sample size to finish a small project that wasn't going to have any wear and tear, and after a day or so it was dry to the touch. I hope this helps!
