Is this teddy bear too large for a baby under 1 year old?

The bear is bigger but one of the softest & cuddly stuffed toys. I bought this as part of the baby shower decorations. It surpassed my expectations. The craftmanship is superior. I was so pleased. It's secure for small children. He is adorable. Teddy will grow with your little one. She/he will be able to hold it.

Is this teddy to large for a 2 year old? 18 inches seems big.

He's so cute. Being light weight if it's too long the 2 yr old would grow into it.
