Sure, the grains are big enough but it does have a thermo reaction when exposed to moisture so as long as they stay dry, I don’t see why not.

The measurement is 3 Tablespoons per 1 Quart of water. I would do the Quart then dip out your 1/4 cup water. You can freeze the rest for another use.
