Q: need to be fully submerged?

Yes this needs to be fully submerged as the water comes in from the top part of the filter. Works great!

Q: Can this be placed on its long side down with spigot to top?

No, you will want to place it like shown in picture as the top part of the machine has a filter that runs across it and it won't work as well sideways.

Q: Is the bulb replaceable at a decent cost?

I have not had to replace the bulb yet so I'm not sure
