It is one of the newer Tamashii Nations factories they have. They are either made in China or Vietnam. This specific Goku is manufactured at Vietnam.

Not sure I really doubt it that face is for Saiyan raised on earth Goku the peg in the faceplate are most likely different

This is an action figure. Most Dragon Ball model kits are under the Figurise name. S.H. Figuarts are the action figures. Great figure btw!
