Q: what do you actualy spray? the whole top of engine under the cowling?

Yes, spray the entire engine underneath the cowling. I also spray anything on my boat that requires lube. It’s good stuff. I use it rach time I am getting ready to store the boat for the winter. The mechanics at my boat shop really suggest it highly.

Q: Should I first rinse/saltwater rinse under the cowling then apply?

I would. Get all saltwater off. This product seals. Would want salt trapped under. Protect everything. Just what I would do.
