Yes they are in sealed bags and the box comes with 19 in each box. My husband uses 2 for each mug of his coffee. I would start with 1 and see if it's strong enough for you. One trick with these is to dunk the bags to get a stronger brew. Hope this helps.

Instead using a coffee filter, can you put the bag in the coffee basket?

I have never tried doing this but guess you could. Although it is just like a tea bag. The coffee bag needs to steep in the hot water for a few minutes to get the full flavor so I don't know if putting the bags in the coffee filter would work or not.

Why can't i use my ebt card for this food product ?

Are you talk about the Folgers singles? Yes coffee can be accepted for the ENT card should NOT be a problem!
