Can this be used on carbon without damaging it ?

carbon what ? i glued plastic and wood and it was fine so i was happy with glue cos it did the job fine.as for carbon i would think you need a certain type of glue

Not a chance, within thirty seconds of vigorously stirring a pea sized drop it's already perceptibly thickening and leaving small thread like strands if you lift the stirrer. It would be better to find a similar product that makes no claims to being 'fast'.

Its supposed to glue/stick almost anything so l don't see why not.
