Can it be used to jump start a bus with 4 750 cca batteries 24v system ?

The DSR140 does not have the 24V engine start assist only the 25A charging feature for 24V. Please see our SC1352

I have changed a few and each vehicle started up good

Can this charger two 12v batteries that are in sequence?

Yes, but they must be identical batteries and equal in voltage - meaning one battery cannot have 12.1V while the other battery has 11.1V they both must be equal in voltage

Will it charge a completely dead battery?

Yes, the DSR140 will charge a completely dead battery
