Floor to top of handle is 17", but what is the height from the floor to the top of the seat?

Not having the toy near me and its been a while since I bought this for my grandchild. I would venture to say the height is around 10” from the ground, maybe more. My two year old grandson rode it fairly easily with no issues. Good luck I hope this helped.

What song does the car play?

The noise is maybe more like the description of what happens when activated. It is a simple siren noise like the police cars out in the real world.

Is the ladder strong enough to add a little rope and hook to it to tow toy cars and trucks?

No the ladder is snap on. So in my humble opinion it would not be wise to pull anything with significant weight.

Are there foot rests on the side?

No foot rests but it is great quality and my grandsons love it!
