Q: Is there a weight limit for the carabineers. Could they hold a hammock with soneone in or only good for the tarp?

No they won't hold a person in a hammock, I use mine to hook up my gear but you can buy a cheap hammock that comes with load bearing carabiners for cheaper than buying load bearing carabiners on there own.

Q: Does this have the anchor points down the middle or not?

I have purchased 2 of these now, they are exactly as in the picture, tie out points on all edges and down the center for a ridge line.

Q: Should this have eyelets on the loops? Mine does not

No it just has the loops to tie the guy lines or peg down through the loops.
