No, but it works best outside. Getting speeds 2-4 times faster now than without the antenna. Works twice as well outside than inside for me.

No, this is a directional antenna.

I see the model is a-xpol-0002-v2. i see on another listing there is a v3. do you (frontierus) sell that model and is it recommended over v2?

Yes, we sell the V3 as well as the V2 - it really depends on what bands you are trying to connect to, and if the additional gain is needed. The V3 covers additional frequencies, and has potentially 3dB higher gain on the same frequencies as the V2.

Would this help in an area that suffers from congested cell towers?

This should make it work fine. Every Company uses the same towers all over the Country. This is the only way most Companies can say that they have the best service Nationwide. The closer you are to a cell-tower the better it will work. Be safe
