They fit at my natural waist, which is about 3-4" above my navel. I am 5'2" with a short torso.

is there elastic in the legs?

Yes there is elastic in the leg and it cuts in a bit. My previous purchase of this brand and style didn’t have elastic but these do.

In plus size undies, i wear a 14. If i purchased these, would that be a 4x?? Anyone know?

In plus size underwear, I wear a size 11 and that is considered a 4x....if I am not mistaken. That was the size I purchased in these at least and they fit very well. I wear a size 20-22 in jeans. I hope this helps.
