Q: Has anyone used this as a temporary fabric adhesive? Does it wash away and not leave any stain on fabric?

Temporary adhesive? Yes and yes to your next question, so far so good. It is working fine in my sewing and quilting.

Q: Is this a permanent adhesive. I don't want temporary ?

I would have to say it depends on what you are using it for. It is a light weight bond. There are other products of Loctite that are stronger bond.

Q: Will this product work well sealing a cylinder head outboard gasket in between both mating surfaces ?

No, this is just a mid grade general adhesive

Q: Can a general purpose adhesive be used on stencils

I use this adhesive to attached patterns to wood covered with the blue painters tape. The reason I use blue tape on top of the wood is so I do not have to sand the adhesive off the wood after I cut the pattern. The adhesive works great for this type of application.
