Is there a minimum age for a toddler to use?

If you are on a municipal water supply, fluoride is already added to the water in levels determined to be safe by the EPA. Well water does not have Fluoride so you should consulate with your dentist or pediatrician or family physcian on the best way to make sure your child(ren) have the amount of fluoride they need to help prevent tooth decay.

Where is this mouthwash manufactured? I cant find the country of origin in the product description.

Why does it matter? Water quality. As well as knowing if it is a US product. Amazon doesn’t always know where these products are from. This could be made in China for all we know & sold to look like the real product.
