The screen is for birds, the backdraft damper will keep the bugs out. That's the door that will open when your vent fan creates pressure in the ductwork. Gravity will close the door once the fan is off.

Does the wind cause it to chatter?

no the "gate" only opens when in use. the wind cannot open it, unless you have 100+ mph winds.

Can this be installed on a new residential steel roof?

It depends on whether there is a flat spot wide enough for it to fit between the ridges in the steel. You need a gap of 12 to 14 inches that it can fit in. If it fits it can be screwed directly into the steel and then seal with roofing cement.

Can this be used to vent a cooktop hood?

Yes, it's the best 1 I have found for hood venting, it has a dam per door built in to keep air from entering from outside also. I use them on all my roof venting jobs.
