Im confused about how to use the pouch! Does it designed to hold the tobacco inside or the whole (plastic) pack being hold inside?

I’m quite sure it’s designed to hold just the tobacco inside without the plastic packaging. It’s a lovely pouch with a nice fold and a magnetic clip that keeps the tobacco fresh without drying it out.
