Does it come with the Tapatio 1 gallon pump?

No, just a one gallon bulk container; however the standard 1 inch cap type pump fits on the conatiner and works fine.

Does it need to be refrigerated or just dry storage?

Ours has been opened and out of the fridge since July 2014 and it's just fine. You can put it in the fridge and it would be fine too, but hot sauce can live a very long time out side of the fridge.

Why is this size so much cheaper (per oz) than the one gallon size? Shouldn't it be the other way around?

I don't sale the other Size, only this one. But that only means one thing, the gallon size is overpriced.
