I have miniature horse, so size 00. these boots will go clear up his leg. should i trim the eva pad just a little bigger than hoof to compact soak?

the pad won't stay in place...even untrimmed, unless you tape it to the hoof. I used the boots for icing the hoof/leg. They did not work that great for that purpose.

Does it get sucked off in mud?

These are not made to leave on. Since they are soaking boots normally you leave the horse tied or cross tied while they soak. If the horse picks up their legs and tries to walk, the boot will come off.
