Never tried to configure it that way. I would say no, and if you could, would not be much pressured.. I Suggest another product made for your application

No, it was made in either China or Vietnam. I peeled the sticker off.

Will it hold a vacuum after I release the handle?

Yes, unless there is a leak or a draw on the vacuum pressure.
