Generally the paint is permanent and you do not need any sealer spray. If you are planning to use it under heavy weather condition sealer spray is recommended.

Yes these paints are permanent once they are dry.

What does reversible 3-5mm medium point tip mean?

I am glad to answer your question. You can manually reverse the tip of the marker to either use the round tip or the chisel tip. On product picture 6, you can see images that show the two kind of tips. The round tip is more used for details and the chisel tip will cover a 5mm line.
