Does it ruin steps when take off

No, it does no harm to the steps. Before you put any new tape on the steps, you must clean them off completely with something like goof off which will remove all of the old adhesive on the stairs before putting on the new tape.

Do these work on pressure treated wood steps

I put some on my wood steps on the back porch (because my wife slips on snow a lot). I put them down in the summer, and they stuck with the sticky side down ok, but didn’t last. I them put more down and stapled them in place on each step. After a year stapled to the wood, they need to be replaced again.

Will the tape stick to concrete steps?

yes it sticks. it's very adequate to use on stairs. I feel safe when I step on them.
