can a regular ballpoint in or fine point marker work?

Yes, you can write on these tags with a fine point Sharpie or a ballpoint. Fine point works best due to limited space. Although, the tags are easily removable from items & can be torn off.

Does the ink smear because of the glossy surface?

If you use certain ink pens it will smear if you happen to touch it. A regular ball point doesn't, I usually use a fine point black Sparpie and there is no smearing ever..

Can you print on these labels?

They are really small and individual pieces. I wouldn't recommend it.
