Why do these not come in size 9, they list 8.5 and 9.5

Right size , but they are synthesized

Is the footbed genuine leather?

Idk. It's leather-like but is not stamped as such. It seems to get very hot and doesn't breathe well.

Will these leave marks on a fiberglass boat?

I don't know about fiberglass but I do know they leave marks on linoleum floors.
