Everything is wood expect the frames and legs

If I braced each shelf together with 8 2x4's (four on each corner, on lower and middle shelf), could it hold a 36x18 65gal on top shelf?

I wouldn't, no way, you need a metal stand or one designed for that type of tank. Recipe for disaster.
