Q: Is this good to insulate after joining a broken wire of my hedge trimmer?

I've cut through the cable of my hedge trimmer a few times due to stupidly not taking enough care lol, and how i fix it, or any cut/frayed cable is to solder the wire together and use heat shrink tubes - making a dry joint and wrapping in tape aint a good idea, and going to the cost and hassle of replacing the whole cable isn't necessary - oh, and dont forget to slide the tubes over the cable before you solder :) !!

Q: can I wrap this around a white extension lead to blend into the wooden beam background?

Yes. I used it to blend in with piece of wooden furniture.
