Does it come with the fog light tent

No it does not. It only comes with the headlights portion.

Is it a sticker or does it need to be applied with a heat gun ?

This is for vinyl film that is apply on with soapy water and a heat gun. Thanks.

Does the light shine through on the 20% headlights?
