Q: If you are buying this for your phone, what are the advantages of using a bag instead of just turning your phone off?

I never used mine because I have an Otter on my phone and it won't fit inside . To answer your question though , you're phone can still be located by cel towers even when it is turn off and it can be ping'd by police . From what I've heard the bag does not work . Find something else .

Q: Is this guaranteed (not "can") to block GPS tracking?

Stopped all incoming calls and text. Could not start my car unless the fob was outside the bag.

Q: Will a samsung galaxy s9 + fit? the + is different than the s9.

This bag did not work. My phone, a large iPhone, rang while completely encased in this bag/envelope

No phone with a pop socket would fit. My iPhone 8+ just barely fits.
