From the floor to the top is approximately 31.5 inches. That’s from the bottom of the wheels to the top of the bar of the basket. The basket alone is 26.75 inches.

I don't know but I would be shocked if they don't or if some company didn't sell an equivalent. It's very durable, though, so I expect it to last a long time.

Measuring from seam to seam on the bottom of the bag: 14.5" x 24" The frame is curved: measured about 15" x 25"
