Sorry, very new to this, What does No plug mean? Does it have a normal electrical cord to a 220v outlet or how does it work??

These electric cooktops are high voltage and high-power products. They have no plugs, are hard wires, and have terminals that can be connected to the home power cable, providing them with a working voltage of 220-240V. If you are unfamiliar, it is recommended to ask an electrician for assistance in wiring.

What size breaker is required

3000 watts at 240v = 12.5 amps so if you were being cheap you could do a 2 pole 15 amp breaker with 14awg wire. I would recommend 2 pole 20amp with 12awg wire. It is not recommended to exceed 80% of a breakers capacity so 12.5 amps is .5 amp over 80% of the 15amp breaker.

Do I need to use a special cleaner for the surface of the cooktop

You can just clean it with wet rag.A little detergent can do more help if there is oil on the surface of the cooktop.But please make sure the burner cools down before cleaning
